Deputy Chief Officer (Administration and Operations)

The Ministry of Financial Services and Home Affairs has strategic and operational oversight responsibilities for both financial services and most public safety departments. The role of Deputy Chief Officer is to support the Chief Officer in the overall administration and operations of the Ministry.  The post holder should be goal-oriented, highly motivated and able to work under intense pressure, demands and tight deadlines.


  • Assist the Chief Officer in shaping strategies to meet current and future challenges, corporate demands and build internal capacity.
  • Liaise with relevant ministries/departments/units to provide strategic advice on complex HR advice or to clarify application of applicable legislation.
  • Research and prepare high quality reports, position papers, Cabinet submissions and responses to public and internal queries.
  • Continuous review and make recommendations for improvements of operations and performance across the Ministry.
  • Assist the Chief Officer in monitoring timely and salient matters that affect the Ministry and/or departments and provide guidance and assistance to the Heads of Department or units.
  • Manage and support assigned Heads of Department or units as well as direct reports.
  • Work closely with Ministry Senior Management Team to provide multi-disciplinary, coordinated advice and assistance to the Chief Officer.
  • Deputize for the Chief Officer in his/her absence.


  • A Master Degree in Business Administration, Public Administration, Human Resources Management or related discipline;
  • A minimum of 10 years’ related experience involving planning, directing and overseeing operations, financial management and policy development;
  • A minimum of five years at a senior management level;
  • Broad knowledge and experience navigating Government’s organizational structure, functions, including budgeting, purchasing and financial controls, people management and strategic planning;
  • A passion and commitment to people and talent management with a proven record of mentoring, coaching and development;
  • Excellent research and analytical skills;
  • Excellent written communication skills;
  • Strong relational management skills with aptitude for maintaining positive, professional relations;
  • Confident public speaking abilities with a range of audiences;
  • Leadership abilities that foster collaborative work and relationship building to meet shared objectives;
  • Demonstrated aptitude for change management, both strategic organizational change and operational changes;
  • High degree of professionalism, integrity and ethics with ability to remain politically neutral regardless of government representation of the day.
