Senior Human Resources Manager

Ministry of Financial Services and Home Affairs

The Senior Human Resources Manager position is a senior post in the Ministryís centralized HR Team with responsibilities for the delivery of the full range of HR services and is to provide advice as necessary on all personnel matters.† The Senior Human Resources Manager will act as a relationship manager, bridging the gap between departments and the Ministry.† The post holder is expected to be conversant in all employment legislation, government policies and procedures and be able to assist management and staff to navigate complex HR processes.


  • Contribute to HR strategies, policy development and lead in development of guidance documents and templates.
  • Provide technical support to the Deputy Chief Officer with ministry-wide projects.
  • Provide recommendations on service improvements across the range of HR functions and initiatives.
  • Support HR staff and Heads of Department with developing people and talent management strategies.
  • Provide HR best practice advice.
  • Develop and implement HR strategies aligned with the Ministry and departmentís mission and vision and the broader Civil Service strategies.
  • Provide support with planning and implementation of programmes as well as process re-engineering exercises.
  • Deliver a full range of strategic and operational HR activities to a high ethical and professional standard recruitment and selection for Ministry posts.
  • Develop job descriptions through consultations with departments.
  • Manage and support direct reports.
  • Ensure the each department and the Ministry is compliant with all employment laws, government policies and procedures.
  • Liaise with the Ministry, the POCS, Treasury, CINICO, PSPB and other stakeholders.


  • A Bachelor Degree in Human Resources Management or a related field.
  • A minimum of seven (7) yearsí of progressive experience as an HR Generalist.
  • A minimum of three (3) years as an HR Business Partner.
  • Professional HR qualification or certification.
  • A proven track record of policy and procedure development, HR strategy development and project management.
  • High level of proficiency with Microsoft applications.
  • Supervisory and management skills and experience.
  • In-depth knowledge of all Cayman Islands employment legislation.
  • Ability to interpret and apply relevant legislation, policies and procedures to the organizationís unique context;
  • People management, customer service and team building skills.
  • Excellent oral and written communication skills;
  • Strong relationship management skills;
