Applications are invited for the post of:

Head of Programmes and Service Delivery

The Head of Programmes and Service Delivery will provide programme and project management oversight and delivery of key services in the E-Government Unit for the wider CIG Enterprise. The role will also support the effective and strategic management and oversight of its large-scale public sector reform portfolio, providing implementation advice, guidance and support to Ministry-level project teams.

Responsibilities will include but are not limited to:

  • Contributing to the delivery of priority projects assigned to the EGOV Unit
  • Providing strategic advice and support to the Director of E-Government in relation to the formulation of strategies and plans, for a structured approach to the delivery of major public sector initiatives.
  • Management of Project Management and BPA teams whilst providing advice and support for project sponsors and project teams, to ensure compliance with best practice requirements for managing and delivering projects.
  • Providing management and delivery of all large scale procurements within the E-Government Unit.
  • Leading and or contributing to the development of portfolio/programme and project management-level frameworks and methodologies, tools and templates, to guide the work of the E-Gov Unit and the work of project teams.
  • Facilitating training and capacity-building for public servants in priority areas.
  • Contributing to the development and maintenance of progress reporting frameworks and methodologies, tools and templates for assigned programmes.
  • Providing technical and liaison support to the Subcommittee/s of the E-Government Steering Committee, to facilitate effective operations.
  • Actively contributing to the implementation of the EGOV Unit’s public relations strategy/ communications plan.
  • Providing liaison and support to the Director of E-Government and to manage volunteers and consultants as required.

Qualifications, Experience & Skills:

The post holder:

  • Should be educated to Degree level in Business or Public Administration, Auditing, Information Technology, Engineering or other relevant field.
  • Must have a minimum of 8 years’ successful senior management experience, including planning, directing and overseeing operations of an organization, department operational unit, and experience in policy development
  • Must have proven skills in project management.
  • Must have exceptional communication skills, both written and verbal.
  • Must have a natural inclination for planning, strategy and tactics, with capacity for high level strategy and analytical thinking, and ability to draft policy, proposals, sensitive correspondence and other high level documents.
