Senior Policy Advisor (Agriculture)

The post-holder will support the strategic direction of the Ministry with regard to Agriculture by providing policy advice, development and implementation as well as monitoring the success of strategic policies, plans and initiatives. The post holder will also provide the Ministry’s administrative monitoring and evaluation of Agriculture purchase agreements and transfer payments.

Main Duties and Responsibilities:

  • Provide policy advice to support the work of the Ministry in the area of Agriculture by undertaking policy research and development, communication, implementation and evaluation activities
  • Coordinate and complete the Ministry’s legislative reform agenda for the Agriculture sector which includes the review of the Animals Law; the Plants Law and the introduction of comprehensive Pesticide Regulation legislation.
  • Develop, review and revise as necessary the policies and procedures used for administering grants for agricultural purposes in order to ensure that they are in line with the CIG’s Governance Framework policy for Transfer Payments.

Required qualifications, experience and skills include the following:


  • The post holder must possess a Bachelor’s degree in an Agricultural discipline or related field.
  • The post holder must have at least 3-5 years professional experience in agriculture sector.
  • Previous experience with policy research and analysis and/or data collection.
  • High level of analytical skills with an ability to present complex information concisely and clearly.
  • Highly developed communication skills (written and oral) and excellent interpersonal skills.
  • Up to date knowledge of agricultural issues in general and those relevant to the Cayman Islands.
  • Excellent planning, organizational and project management skills that lend to the ability to manage multiple tasks and projects at the same time.
  • A high level of management and leadership skills with the ability to relate to people at all levels within both Government and the community as a whole.
  • Outstanding levels of professionalism, including the ability to exercise good judgement, discretion, tact and diplomacy.

Highly Desirable/Preferred

  • Prior experience working in public administration.
  • Prior experience with the legislative reform process.
  • The ability to foster cooperative working relationships with external stakeholders in order to meet shared objectives.
  • A creative thinker who is able to display initiative.
  • Passionate about the agriculture sector.
  • At least 2 years of management experience.
