Human Resources Manager (CMSS)

The Human Resources Manager will effectively communicate the expectations of the organization to employees ensuring that the ethical standards, and culture of the department are disseminated to employees in accordance with the spirit and intent of the government public service regulations and Public Servants Code of Conduct.

Main Duties and Responsibilities:

Operational HR Duties:

Ensure compliance with legal and policy requirements affecting the HR function, in particular that appropriate contracts and performance agreements and other HR documentation are in place and maintained for all staff, with the highest degree of confidentiality. Assist and support the department managers in solving problems with respect to change management, employment matters, advising on remuneration, documenting and disciplining staff.

Strategic Development:

Develop and implement a training and development plan for the departmentís human resources needs to facilitate the continual development and enhancement of required skill sets. Develop and implement a succession plan, engagement action plan and timely recruitment plan for each department. Forecasting the future human resources requirements of the department to meet the evolving role and function of the department.

Recruitment & Selection

Ensure that the departmentís recruitment and retention procedures are robust and compliant with government regulations. The HR Manager prepares the relevant documentation, advertising and screening of applicants. In conjunction with the Head of Department the postholder will, establish standard recruitment and selection practices (including testing), arrange and participate in interviews, and ensure security vetting and relevant background checks and exit interviews are conducted. Provides orientation for new employees. Establish and provide training and development programs for all employees.

Qualifications:The postholder will be an HR professional with a minimum of a Bachelorís degree in HR Management or equivalent and a minimum of five yearsí post-graduate experience in Human Resources or Associates degree with a minimum of 8 yearsí post-graduate experience in Human Resources.

Knowledge, Experience & Skills:

  • Experience using governmentís HIRIS system.
  • Ability to interpret and apply laws and regulations affecting the HR function of the departments.
  • Employee development and performance management skills.
  • Change management experience is desirable and a good understanding of the management philosophy underlying the new Personnel Service Management Law and personnel reforms is desirable.
